Step
1
Sculpt hair on the figure's head.

Step

Sand down the belt area on the figure
to make it smooth.
|

Step
3
Build
up clay on the legs to give the effect of a skirt (you can
use the Emperor figure as a reference on how Hasbro did this
to help you out).

Sculpt
a jacket on the figure.

Step
5
Then sculpt a shirt collar placing it over the jacket . With
a thin layer of polymer clay, place it around the area where
thecollar meets the shirt to give the effect that the collar
is under the shirt (to better understand this
refer to the photo and look closely at the orange
collar - notice how at the point where it meets the
maroon shirt there is a pencil thin layer of polymer
clay that gives the effect that the collared shirt is
underneath the maroon garment).

6
Paint
the figure accordingly (I omitted the orange pattern on the
jacket to keep with the vintage detailing - or lack
there of).
